The garden suburb of Lindenlea in Ottawa was designed by Thomas Adams and built by the Ottawa Housing commission to provide a model of low-income housing to municipalities across Canada in the post-World War One period. The planning of the suburb and the design of its houses reveal many of the ideological premises of the urban reform movement in Canada, and of the federal government's attitude toward publicly subsidized housing, in this early period of social welfare. Modern theories of rationalization, efficiency, and standardization, combined with late Victorian notions about physical, social and moral health, to produce housing designs that were technologically modern yet ideologically traditional.

La cité jardin de Lindenlea, en banlieue d’Ottawa, a été construite après la Première Guerre mondiale. Conçue par Thomas Adams, elle est l’œuvre de la Commission fédérale de l’habitation, qui y voyait un modèle d’habitat à loyer modique à proposer aux municipalités canadiennes. La conception des logements et le plan d’aménagement, manifestement inspirés de l’idéologie de la réforme urbaine, sont très révélateurs de l’attitude du gouvernement fédéral à l’égard du logement subventionné en cette période où l’État commence à peine à intervenir dans la domaine social. Les idées modernes de rationalisation, d’efficacité et de standardisation, conjuguées aux notions de santé physique, sociale et morale caractéristiques de la fin de l’ère victorienne, ont donné naissance à des logements modernes sur le plan technique mais traditionnels sur le plan idéologique.

The conventional description and explanation of industrial location in the nineteenth century emphasizes the concentration of production in the city core. In contrast this paper finds that for mid-nineteenth century Montreal a significant number of firms were locating on the urban fringe. In a case study of Saint-Ann ward between 1851 and 1871, it is shown that the Lachine canal was a powerful magnet attracting large-scale, technologically-advance industries. Other factors accounting for the development of this peripheral industrial district were cyclical change, new technologies, large capital investments, inter-industry linkages, and changes in the organizational structure of firms.

Les études sur la localisation des entreprises aux dix-neuvième siècle font habituellement ressortir leur concentration dans la ville centrale. Il apparait toutefois qu’au milieu du siècle la frange urbaine montréalaise a attiré un nombre de firmes assez important. La présente étude, consacrée au quartier Sainte-Anne (1851-1871), montre que la canal de Lachine a exercé un puissant attrait sur les établissements industriels de grande taille et faisant appel à une technologie avancée. D’autres facteurs expliquent le développement de ce quartier industriel périphérique : les cycles économiques, le progrès technique, l’importance des capitaux investis, les liens inter-industriels et l’évolution organisationnelle des entreprises.

This article suggests that while the economic, political and social context provided by the development of capitalism is the framework for the study of the absorption of semi-autarchic economies and local cultures into increasingly broader regional, national and international systems during the nineteenth century, the concepts of modernization and metropolitanism are spatially over-generalized. While it is true that rural communities and small towns in Upper Canada were integrated right from the beginning into these larger systems of production, they on their own played an essential role in satisfying the need for continuity and community, however defined. Smaller urban centres experiencing stagnation or decline during the period of the "Great Transformation" were not all incipient metropolises; some of these centres continued to depend on the export of staples and developed regional specialization in the development and marketing of these products. This examination of Belleville and its relationship with its hinterland supports the case for a contextual approach to the study of the transformation of rural society with the growth of industrial capitalism.

Les petits centres urbains frappés de stagnation ou de déclin durant la « Grande Transformation » n’étaient pas tous des métropoles en gestation; certains ont continué à vivre de leurs exportations de matières premières et de produits de base, et, à l’échelle régionale, se sont spécialisés dans le développement et la mise en marché de tels produits. L’étude de Belleville et de ses relations avec son hinterland montre l’utilité de l’approche contextuelle pour analyser les transformations amenées dans la société rurale par la marche du capitalisme industriel.
