L’historiographie donne à la France un rôle souvent central, parfois disproportionné à l’essor des relations internationales du Québec au cours des années 1960. L’objectif de cette étude n’est pas de remettre en cause l’importance du rapport France-Québec, mais simplement de porter le regard ailleurs, particulièrement vers les pays du tiers-monde dans le contexte des premières tentatives d’institutionnalisation de la Francophonie. Nous cherchons avant tout à explorer le rapport des responsables politiques québécois à ces pays, afin de découvrir les tenants et aboutissants des conceptions de l’Autre africain. Si les échanges diplomatiques entre le Québec, le Canada et l’Afrique francophone ont été détaillés, la question raciale reste toujours invisible.
Abstract
The historiography gives to France a central role, often even disproportionate to the growth of Québec's international relations in the years 1960. The objective of this study is not to question the importance of the relation France-Quebec, but simply to bring the look elsewhere, especially to the countries of the third world in the context of the first attempts to institutionalize the Francophonie. Our focus is to explore the relationship of Quebec politicians in these countries to discover the ins and outs of the conceptions of African Other. If diplomatic exchanges between Quebec, Canada and French-speaking Africa were detailed, the racial issue remains invisible.
