Abstract
This article takes Canadian trade politics in order to demonstrate that the mixture of multi- and bilateral negotiations is a solution just for yesterday’s problems. First the article provides an account of the present situation of the Doha Development Round. Second it discusses Canada’s interest in bilateral agreements before it analyzes the present conditions for international trade. The final section is dedicated to the political options resulting from that situation.

Cet article se propose de montrer, à l’exemple du Canada, que le mélange habituel entre négociations multilatérales et bilatérales n’est une solution que pour des problèmes d’hier. Dans un premier temps, l’auteur présente un bilan des négociations dans le cadre du cercle de Doha, puis il analyse l’intérêt du Canada de signer des accords bilatéraux avant de faire un examen des conditions actuelles du commerce international. Dans la section finale, il présente les options politiques qui en résultent pour la politique canadienne.
Zusammenfassung
Am Beispiel der kanadischen Handelspolitik zeigt dieser Aufsatz, dass die verbreitete Mischung von multi- und bilateralen Abkommen keine zeitgemäße Problemlösung darstellt. Zu diesem Zweck wird zunächst ein Abriss des aktuellen Stands der Verhandlungen innerhalb der Doha-Runde gegeben. Sodann wird Kanadas Interesse an bilateralen Abkommen einer kritischen Würdigung unterzogen, bevor auf die aktuellen internationalen Handelsbedingungen eingegangen wird. Der Schlussabschnitt ist den sich daraus ergebenden politischen Optionen gewidmet.
