Résumé
Cadre de la recherche : En Suisse, cadre de cette étude, comme ailleurs, les politiques publiques encourageant l’accueil extrafamilial institutionnel des jeunes enfants se fondent sur deux arguments : favoriser la conciliation travail-famille et réduire les inégalités éducatives rencontrées par les enfants.
Objectifs : L’objectif de l’étude présentée dans cet article est d’analyser la situation de l’accueil extrafamilial institutionnel des jeunes enfants en Suisse, particulièrement au regard de l’argument évoqué de lutte contre les inégalités.
Méthodologie : Pour cela, nous avons analysé les publications scientifiques et rapports d’organismes institutionnels et étatiques parus sur le sujet. Nous avons aussi exploré les bases de données statistiques de l’Office fédéral suisse de la statistique (OFS), ainsi que de l’OCDE pour la dimension comparative internationale.
Résultats : Les résultats montrent que l’investissement des pouvoirs publics dans l’accueil extrafamilial des jeunes enfants s’avère modeste en Suisse. Relativement aux pays voisins, le temps passé par les jeunes enfants dans des structures d’accueil est faible, tandis que la charge financière sur les familles et la part d’accueil informel s’avèrent élevées. La Suisse se caractérise en outre par de fortes disparités internes quant à l’offre d’accueil institutionnel, au mode de financement et à la part à charge des parents.
Conclusions : Dans ces circonstances, nous concluons que la politique actuelle de l’accueil extrafamilial institutionnel des jeunes enfants en Suisse participe à un certain nombre d’inégalités davantage qu’elle n’œuvre à les réduire.
Contribution : Dans les perspectives, nous élargissons le regard au-delà du seul contexte suisse en discutant comment l’instauration d’une politique d’accueil extrafamilial qui permette de lutter réellement contre les inégalités exige à nos yeux une action conjointe sur l’offre et le système des coûts, sans négliger de considérer la dimension culturelle sous-jacente à la question de l’accueil extrafamilial institutionnel des jeunes enfants.

Abstract
Research Framework: In Switzerland, the context of this study, as elsewhere, public policies that foster formal childcare for young children base themselves on two arguments: supporting families in achieving work/life balance and reducing educational inequalities among children.
Objectives : The objective of the study presented in this paper is to analyse the situation of formal childcare for young children in Switzerland, especially in view of tackling inequalities.
Methodology : Therefore, we have analysed the scientific publications and reports from institutional and government bodies on the topic. We have also explored the statistical databases of the Swiss Federal Statistical Office (OFS) and the OECD for the international and comparative dimensions.
Results : The results show that investments in the childcare system by the Swiss public authorities are quite small. The time spent by young children in formal childcare remains quite low compared to that of the neighboring countries, while the costs incurred by the families and the share of informal childcare arrangements remain high. In addition to this, Switzerland is characterised by substantial internal disparities with regard to the formal childcare supply, the funding of the childcare system, and the costs incurred by the families.
Conclusions : Under these circumstances, we conclude that today’s formal childcare policy for young children in Switzerland rather contributes to maintaining inequalities instead of reducing them.
Contribution : As regards prospects, we expand the perspective beyond the Swiss context by discussing how establishing a formal childcare policy that really tackles inequalities involves acting on the supply and the cost system together, without neglecting the cultural dimension of childcare.
