Dimensions politiques des interventions publiques en technologie

Résumé

Une politique technologique, si ordinairement justifiée pat des facteurs économiques, n'en dépend pas moins des dimensions politiques des interventions publiques. Pour comprendre le contexte entourant l'élaboration et l'application de celle du Québec et afin d'identifier les principales contraintes qui jouent sur son développement, nous avons choisi d'étudier le cas de l'achat des micro-ordinateurs dans le réseau scolaire en 1984. Nous insistons sur le rôle joué par chacun des acteurs: les décideurs gouvernementaux, les commissions scolaires, la France et l'industrie. Définir et implanter une politique technologique peut être vu comme un phénomène complexe qui implique la coordination de plusieurs institutions publiques aux objectifs parfois divergents et la participation d'entreprises actives sur le marché international.

Abstract

A technological policy, although normally justified by economic factors, nevertheless depends on the political dimensions of public interventions. To understand the context surrounding the development and implementation of the one of Quebec, and to identify the principal constraints which affect its development, we have chosen to study the case of the purchase of microcomputers for the school system in 1984. Emphasis is placed on the role played by each of the actors: the governmental decision-makers, the school boards, France and the industry. The definition and implementation of a technological policy may be seen as a complex phenomenon which involves the coordination of a number of public institutions toward sometimes divergent objectives and the participation of businesses active on the international market.
