Résumé
Les relations de travail se déclinent aujourd’hui dans divers espaces normatifs et territoriaux. Si les dynamiques locales et nationales demeurent la clé de voûte pour comprendre ces relations, les acteurs sociaux s’investissent de plus en plus dans l’élaboration de nouveaux cadres de relations de travail destinés à prendre la mesure de l’internationalisation des entreprises et des enjeux que ce phénomène soulève. À cet effet, nous assistons depuis quelques années à l’émergence d’alliances syndicales internationales visant à fournir un espace de concertation et de développement de stratégies communes aux syndicats représentant les travailleurs d’une même multinationale. Sur la base d’une étude de cas et d’un matériel empirique ayant impliqué la réalisation d’entretiens semi-directifs dans une douzaine de pays différents, cet article vise à présenter l’expérience des syndicats d’une multinationale canadienne dans la mise en place d’une de ces alliances et dans le développement de plans d’actions internationaux. Nous argumenterons notamment que malgré les nombreuses conditions d’effectivité qui se posent à ces alliances, ceux-ci s’avèrent particulièrement bien adaptés au défi que représente le développement d’un contre-pouvoir syndical au sein des multinationales pour deux principales raisons. D’une part, parce que leur forme organisationnelle en réseau permet une certaine souplesse dans les modes de collaboration entre acteurs d’horizons institutionnels variés et, d’autre part, parce qu’elles permettent un point de rencontre à tout le moins partiel entre les traditions européennes et nord-américaines en matière de pratiques syndicales internationales.
