Résumé

Au milieu du xix^e siècle, l’ouverture du Saguenay et de la Côte-Nord à la colonisation entraîne une dégradation de la santé autochtone. Devant les ravages engendrés par prolifération des épidémies, le département des Affaires indiennes est appelé à étendre son programme de vaccination contre la variole qu’il estime être une mesure humanitaire et peu couteuse permettant de protéger les Innus. Les médecins pratiquant dans ces régions de colonisation y voient quant à eux une opportunité de faire subventionner la pratique médicale au profit de l’ensemble de la population. Adoptant une perspective hygiéniste misant sur la prévention des maladies à partir des années 1870, ils perçoivent les habitations surpeuplées des réserves, l’irresponsabilité des autochtones et leurs tendances nomades comme de dangereuses menaces pour la santé publique. Avec l’appui d’élus locaux et de l’agent des Indiens, ils amènent l’État à fonder un « hôpital indien » à Pointe-Bleue (1876-1894) afin de soigner cette population perçue comme négligente. La présence d’infirmières innues embauchées pour prodiguer les soins aux patients de leur communauté permet toutefois d’entrevoir dans l’institution plus qu’un simple outil de contrôle des corps autochtones par le pouvoir colonial.

Abstract

In tandem with the colonization of Saguenay and the North Shore, the health of Indigenous populations deteriorated during the second half of the nineteenth century. Faced with the devastation caused by a proliferation of epidemics, the Department of Indian Affairs extended its vaccination program against smallpox to the Innu. Department officials considered this an affordable, humanitarian measure. At the same time, medical practitioners on the ground saw the initiative as a means of subsidizing healthcare for the broader population. Drawing on hygienic principles concerned with the prevention of disease, in the 1870s, many of these professionals argued the overcrowded dwellings on reserves, the irresponsible nature of the Indigenous Peoples, and their nomadic tendencies rendered them dangerous threats to public health. With the support of local elected officials and the Indian agent, the State was encouraged to open an ‘Indian Hospital’ in Pointe-Bleue (1876-1894). The institution was designed to help Indigenous Peoples, often perceived as negligent, manage their own health. Yet, the presence of Innu nurses, who provided care to members of their own community, reveals a more complicated set of relations at play and allows us to question to what extent the hospital was just another colonial tool to control Indigenous bodies.

Resumen

A mediados del siglo XIX, la apertura de Saguenay y de la Costa Norte a la colonización provocó un deterioro de la salud de los indígenas. Ante los estragos causados por la proliferación de epidemias, el Departamento de Asuntos Indígenas se vio obligado a ampliar su programa de vacunación contra la viruela, que consideraba una medida humanitaria y poco costosa para proteger a los Innu. Los médicos que ejercían en estas regiones colonizadas vieron en ello una oportunidad para subvencionar la práctica médica en beneficio de toda la población. Adoptando una perspectiva higienista centrada en la prevención de enfermedades a partir de la década de 1870, los médicos percibían las viviendas sobrepobladas de las reservas, la irresponsabilidad de los indígenas y sus tendencias nómadas como amenazas peligrosas para la salud pública. Con el apoyo de los cargos electos locales y del agente Indígena, llevaron al gobierno a fundar un «hospital indio» en Pointe-Bleue (1876-1894) con el fin de asistir a esta población, percibida como negligente. La presencia de enfermeras Innu contratadas para atender a los pacientes de su comunidad permite ver en la institución algo más que una simple herramienta de control de los cuerpos indígenas por parte del poder colonial.
