Résumé
En s’appuyant sur le contexte des collectivités territoriales françaises, cet article contribue à comprendre si et comment l’innovation sociale transforme la gouvernance publique. Issus d’une étude de cas multiples, nos résultats montrent que la nature de l’innovation sociale impose une transformation dans la gouvernance publique locale. Cette évolution peut prendre différentes formes, allant d’une gouvernance à la fois ascendante et descendante (aussi appelée gouvernance liée par le bas) à une gouvernance qui prône le partage des responsabilités entre les acteurs publics, privés et la société civile. Nous proposons de nouvelles recommandations aux décideurs politiques et aux gestionnaires publics territoriaux pour que les collectivités territoriales puissent atteindre avec succès leurs objectifs par l’innovation sociale.

Abstract
Drawing on the context of French local authorities, this article contributes to understanding whether and how social innovation transforms public governance. Based on a multiple case study, our results show that the nature of social innovation requires a transformation in local public governance. This evolution can take different forms, ranging from governance that is both bottom-up and top-down (also known as bottom-linked governance) to governance that advocates shared responsibility between public, private and civil society actors. We propose new recommendations for policy-makers and territorial public managers, so that local authorities can successfully achieve their objectives through social innovation.

Resumen
Basándose en el contexto de las autoridades locales francesas, este artículo contribuye a comprender si y cómo la innovación social transforma la gobernanza pública. A partir de un estudio de casos múltiples, nuestros resultados muestran que la naturaleza de la innovación social exige una transformación de la gobernanza pública local. Este cambio puede adoptar distintas formas, desde una gobernanza que sea a la vez ascendente y descendente (también conocida como gobernanza vinculada desde abajo) hasta una gobernanza que promueva la responsabilidad compartida entre los agentes públicos y privados y la sociedad civil. Proponemos nuevas recomendaciones a los decisores políticos y gestores públicos territoriales para que las autoridades locales puedan alcanzar con éxito sus objetivos a través de la innovación social.
