Résumé
Le coût du développement interne de ressources spécifiques reste un angle peu étudié du lien entre ressources et performances au sein des organisations. L’article s’intéresse au cas des ressources humaines d’ingénierie, source d’avantage compétitif mais soumises à de fortes rationalisations. L’étude de deux grandes entreprises, dont les ambitieux plans de croissance des ressources humaines d’ingénierie ont échoué, met en lumière une sous-estimation systématique du temps et du coût de développement de nouvelles ressources, débouchant sur une sur-sollicitation des ressources expérimentées. Cette mise en évidence invite à mieux intégrer dans la littérature sur les ressources les contingences propres aux ressources spécifiques.

Abstract
The cost of internal development for specific resources remains an hardly studied topic of the relation between resources and performances within organisations. The article focuses on the case of engineering human resources, which are a source of competitive advantage but subject to severe rationalisations. The study of two large companies, whom growth plans of engineering human resources have failed, sheds light on a systematic under-estimation of time and cost of new resources development, leading to an overload of experienced resources. This enlightenment pleads for a better integration in the resource-based view literature of the contingencies associated to specific resources.

Resumen
El costo del desarrollo interno de los ‘recursos específicos’ sigue siendo una dimensión desconocida del vínculo entre recursos y ventaja competitiva. Este artículo trata del caso de los recursos humanos de investigación y desarrollo, que actualmente están transformándose fuertemente. Estudiamos dos grandes empresas que intentaron hacer crecer rápidamente sus recursos humanos de ingeniería, pero han fallado. El análisis de estos casos pone de realce una subestimación del tiempo y costo de desarrollo de nuevos recursos, lo que resulta en una sobreexplotación de los ingenieros mas experimentados. Al final destaca la necesidad de una mejora consideración de las características de los recursos específicos en la literatura VBR.
