Résumé
Le Nouveau Management Public (NMP) induit de profonds changements dans les services publics de nombreux pays depuis trente ans. S’il existe un ensemble de discours sur les conséquences humaines des changements organisationnels et managériaux qu’il entraîne, l’impact de ces changements sur la souffrance au travail n’a pas été mesuré empiriquement. Notre recherche se propose d’examiner l’impact de ces évolutions sur une forme spécifique de souffrance au travail : l’épuisement professionnel. Pour cela nous présentons les résultats d’une enquête menée dans une collectivité territoriale française mettant en relation la perception, par les agents, de changements liés au NMP et des indicateurs d’intensification et de souffrance au travail. L’analyse réalisée sur un échantillon de 1118 agents publics permet d’indiquer que le NMP a un impact sur l’épuisement professionnel par l’intermédiaire de ses effets sur la charge de travail perçue par les agents et sur le climat de violence psychologique.

Abstract
For the last thirty years, New Public Management (NPM) has caused profound changes in the public services of many countries. If there is a important body of discourse on the human consequences of the organizational and managerial changes it has caused, the impact of these changes on suffering at work has not been measured empirically yet. Our research examines the impact of these developments on a specific form of suffering at work : burnout. We therefore present the results of a survey conducted among the employees of a French local authority linking the way these employees perceive NPM-related changes with indicators of intensification and suffering at work. The analysis, which was conducted on a sample de 1,118 public sector employees, indicates that NPM has an impact on burnout through its effect on both the workload as perceived by employees and the climate of emotional abuse.

Resumen
La NGP (Nueva Gestión Pública) ha iniciado profundos cambios en los servicios públicos en muchos países durante los últimos treinta años. Si hay un conjunto de discursos sobre las consecuencias humanas de los cambios organizacionales y en términos de “management”, el impacto de estos cambios sobre el sufrimiento en el trabajo no ha sido evaluado empíricamente. Nuestra investigación propone examinar el impacto exacto de estos acontecimientos en una forma específica de sufrimiento en el trabajo : el agotamiento. Por eso presentamos aquí los resultados de una investigación sobre la percepción de la colectividad territorial francesa poniendo en relación, por una parte la percepción por los agentes de los cambios en términos de NGP y por otra parte los indicadores de la intensificación del sufrimiento en el trabajo. El análisis realizado sobre una muestra de1118 agentes públicos permite indicar que la NGP tiene un impacto en el agotamiento profesional (burnout) a través de sus efectos sobre la carga de trabajo vista por los agentes y el clima de abuso emocional.
