Résumé
L’approche genre, en planification urbaine, se cristallise autour des enjeux sur la sécurité des femmes dans l’espace public. Les organisations internationales sont à l’avant-plan de la circulation des initiatives qui portent sur ce sujet. Alors que les circulations de politiques urbaines et du discours international d’égalité de genre font l’objet de recherches depuis plusieurs années, l’influence de l’État sur ces circulations reste peu explorée. Pourtant, dans un contexte politique comme celui du Vietnam, l’effet structurant de l’État est difficilement contournable. Cet article propose une analyse de la mise en oeuvre de trois programmes d’organisation internationale sur la sécurité des femmes dans l’espace public au Vietnam. Les résultats mettent en exergue l’influence de l’État dans les circulations de l’approche genre en laissant paraître la manière dont les organisations internationales négocient avec le contexte de gouvernance centralisée et autoritaire pour réaliser leurs projets.

Abstract
The gender approach in urban planning focuses on women’s safety issues in public spaces. International organizations are at the forefront of initiatives that address this issue. While the circulation of urban policy and the international discourse on gender equality have been the subject of research for several years, the influence of the state on this circulation has been little explored. Yet, in a political context like Vietnam’s, the state is difficult to avoid. This article is based on an analysis of the implementation of three international organization programs on women’s safety in public spaces in Vietnam. The results highlight the state’s influence in the mobility of the gender approach by revealing the way international organizations negotiate with the context of centralized and authoritarian governance to carry out their projects.

Resumen
El enfoque de género, en planificación urbana, se concretiza en torno al desafío que plantea la seguridad de las mujeres en el espacio público. Las organizaciones internacionales se encuentran a la cabeza de la circulación de tales iniciativas. Aunque la circulación de políticas urbanas y el discurso internacional sobre la igualdad de género, sean objeto de investigación desde hace tiempo, la influencia del Estado en esa materia se halla casi inexplorada. No obstante, en un contexto político como en el de Vietnam, el efecto estructurarte del Estado es difícilmente evitable. En este artículo, se propone un análisis de la implantación de tres programas de organización internacional sobre la seguridad de mujeres en el espacio público de Vietnam. Los resultados permiten destacar la influencia del Estado en la circulación del enfoque de género, mostrando la manera de negociar de las organizaciones internacionales, en un contexto de gobernanza centralizada y autoritaria, para realizar sus proyectos.
