La Commission de la capitale nationale : nouveau type de gouvernement métropolitain ou district fédéral déguisé ?

Résumé

Par un processus lent, le pouvoir fédéral s'est arrogé, depuis le début du siècle, une zone couvrant la région de la capitale canadienne. Cette politique pose un problème d'intégrité territoriale pour le Québec. La Commission de la Capitale Nationale est un organisme doté de pouvoirs territoriaux extrêmement étendus. C'est un gouvernement métropolitain fonctionnant comme un district fédéral déguisé. La CCN crée une rupture dans la continuité régionale québécoise. Les problèmes actuels de la CCN sont une excellente illustration du principe de Gottmann ou loi de l'obsolescence politico-territoriale. Par un grignotage spatial, subtil et silencieux, la CCN apparaît comme une municipalité fédérale à la cartographie en peau de léopard dans l'espace provincial; elle illustre de plus, la dichotomie territoriale des États fédéraux.

Abstract

By a slow process since the beginning of the century, the Federal government has appropriated to itself a district for the National Capital. This evolution has generated a problem for the territorial integrity of Québec. The National Capital Commission is a body endowed with much power. It is a Metropolitan government acting as a disguised Federal District. It breaks up regional continuity in Québec. The present problems of the NCC are good examples relatively to the law of spatial obsolescence proposed by Gottmann. Through ingenious spatial nibbling, the NCC now appears as a Federal municipality in the provincial space and sets a good example of territorial dichotomy in Federal States.
