La géographie de l’aide étrangère à l’Amérique latine : Problèmes de sources et de méthode

Résumé

L'auteur, qui s'intéresse à la fois à la géographie de l'Amérique latine et à la géographie des communications, a noté que certains aspects de la géographie économique ont été jusqu'ici négligés, notamment ceux qui touchent les mouvements de capitaux. Le présent article analyse les problèmes soulevés par une étude géographique de ces mouvements de capitaux, en se référant au cas de l'aide étrangère, bilatérale et multilatérale, fournie aux pays de l'Amérique latine. L'auteur y étudie : a) le problème de la disponibilité et de la valeur des sources ; b) la recherche d'une méthode apte a combler les déficiences du matériel documentaire ; c) la nature fragmentaire des résultats obtenus par une telle méthode. Cet article ne se veut qu'introductif à un sujet auquel l'auteur consacre présentement ses recherches.

Abstract

This paper stems from the author's double interest in the geography of Latin America on the one hand, and in the study of transport, communications, trade, and other flows which characterize the geography of spatial interchange on the other. Noting that some aspects of economic geography have been more neglected than others, the author attempts to analyze the problems arising from a geographic study of capital flows, by focusing on the case of foreign aid to Latin America. Accordingly, the paper considers in turn: a) the problem of availability and quality of sources, b) the method to be used in view of existing gaps in the source material, and c) the fragmentary nature of the results obtained by such a method. The paper is admittedly short and should be considered only as the first stage of the author's planned research in this field.
