LA RÉGLEMENTATION DU SECTEUR FINANCIER : POUR UNE ÉVOLUTION DYNAMIQUE ET PRUDENTE

Résumé

Dans le cadre de la réflexion amorcée par le Groupe de travail sur l’avenir du secteur des services financiers canadien, ce texte présente quelques suggestions concernant l’évolution de la réglementation des institutions financières canadiennes. Il examine d’abord de manière générale les fonctions économiques et la réglementation du secteur financier. Puis, il prend position concernant trois aspects spécifiques, à savoir la réglementation des activités financières, la réglementation de la propriété des institutions financières et finalement les approches à la réglementation.

Abstract

Following the policy directions initiated by the Working Group on the future of the Canadian financial system, this article sets out some suggestions with respect to the evolution of the regulation of Canada's financial institutions.

Firstly, the author generally examines the financial sector's economic functions and regulation. Then, he adopts a definite position regarding three specific points: the financial activities' regulation, the regulation of a financial institution's ownership and finally the regulatory framework approach.
