Abstract
Like many airports throughout the Arctic, Kulusuk Airport, the entrance to the sparsely populated East Coast of Greenland, is built on the remnants of past military activities and is located some distance from the regional capital, Tasiilaq. For years, there have been discussions regarding the construction of a new airport in Tasiilaq to improve connectivity and reduce dependence on helicopter flights. Throughout the East Coast, many residents feel that they are looked down upon by the (West) Greenlandic population and are given little priority in the political and economic decisions taking place in the faraway national capital of Nuuk, which feeds into residents’ attitudes towards the ever-suspended airport plans. Many residents place great hope on this plan, as this “infrastructural hope” (Reeves 2017) includes economic and social possibilities and an improvement of the region’s status both within the country and abroad. On the other hand, in the village of Kulusuk, near the current airport, people fear the repercussions of this new airport. I explore the hopes, fears, and affect generated by and embedded within infrastructure, considering issues of remoteness, social and physical connectivity, “infrastructural violence” (Rodgers and O’Neill 2012), and residents’ future imaginaries and historical experiences in (post)colonial Greenland. Describing the socio-material dynamics of hope and connectivity, this article shows how aviation infrastructure is never just about the physical infrastructure but is always enabled by and embedded in societal processes.

Comme de nombreux aéroports de l’Arctique, l’aéroport de Kulusuk, à l’entrée de la côte est du Groenland qui est peu peuplée, est construit sur les vestiges d’anciennes activités militaires et se trouve à une certaine distance de la capitale régionale, Tasiilaq. Depuis des années, la construction d’un nouvel aéroport à Tasiilaq fait l’objet de discussions afin d’améliorer les liaisons et de réduire la dépendance à l’égard des vols en hélicoptère. Sur la côte est, de nombreux habitants ont le sentiment d’être méprisés par la population groenlandaise (de l’ouest) et de ne pas être prioritaires dans les décisions politiques et économiques prises dans la lointaine capitale nationale de Nuuk, ce qui se répercute sur l’attitude des habitants à l’égard des projets d’aéroport toujours suspendus. De nombreux habitants placent beaucoup d’espoir dans ce plan, car cet « espoir infrastructurel » (Reeves 2017) comprend des possibilités économiques et sociales, ainsi qu’une amélioration du statut de la région à l’intérieur du pays et à l’étranger. D’un autre côté, dans le village de Kulusuk, près de l’aéroport actuel, les gens craignent les répercussions de ce nouvel aéroport. J’explore les espoirs, les craintes et les affects générés par l’infrastructure et intégrés à celle-ci, en examinant les questions d’éloignement, de connectivité sociale et physique, de « violence infrastructurelle » (Rodgers et O’Neill 2012), ainsi que les imaginaires futurs des résidents et les expériences historiques du Groenland (post)colonial. En décrivant la dynamique socio-matérielle de l’espoir et de la connectivité, cet article montre que l’infrastructure aéronautique ne se limite jamais à l’infrastructure physique, mais qu’elle est toujours rendue possible par les processus sociétaux et qu’elle y est intégrée.
