Quel rôle pour une alliance territoriale défensive en cas de conflit ? L’OTAN et la guerre en Ukraine (2022-) What Role for a Defensive Territorial Alliance in the Event of Conflict? NATO and the War in Ukraine since 2022

Résumé

Cet article propose une nouvelle lecture du rôle de l’OTAN depuis le début de l’invasion russe de l’Ukraine en partant de ce qui semble être un paradoxe. Malgré son rôle limité à une posture de dissuasion, l’Alliance voit son attractivité et sa légitimité renforcées depuis le déclenchement du conflit comme en témoigne la volonté d’adhérer à l’OTAN de deux pays neutres, la Finlande et la Suède. Pour comprendre ce paradoxe, l’article montrera que l’action limitée de l’Alliance est due à l’inscription de son action dans le cadre de la Charte de l’ONU, mais aussi à sa nature d’alliance territoriale défensive. Puis l’article analysera si un changement interne récent, la promulgation d’un nouveau concept stratégique, résulte de la guerre en Ukraine. Enfin, l’article se penchera sur les raisons des demandes d’adhésion finlandaise et suédoise.

Abstract

This article proposes a new reading of NATO’s role since the start of the Russian invasion of Ukraine, starting from what appears to be a paradox. Despite its role being limited to a deterrent posture, the Alliance has seen its attractiveness and legitimacy strengthened since the outbreak of the conflict, as demonstrated by the desire of two neutral countries, Finland and Sweden, to join NATO. In order to understand this paradox, the article will show that the Alliance’s limited action is due to the fact that its action falls within the framework of the UN Charter, but also to its nature as a defensive territorial alliance. The article will then analyse whether a recent internal change, the promulgation of a new strategic concept, is the result of the war in Ukraine. Finally, the article looks at the reasons behind the Finnish and Swedish applications for membership.
