Résumé

Cet article se propose de porter un éclairage sur l’ampleur de la participation des acteurs sociaux (élus, citoyens habitants, administrés) dans l’élaboration des POS (plan d’occupation des sols) en Algérie, ainsi que les motifs de son dévoiement. Pour appréhender cette question, deux études de POS couvrant deux agglomérations communales de la Wilaya (préfecture) d’Oran, Oued Tlélat et Chehaïria, aborderont, en amont et tout au long de leur élaboration, le degré d’implication des acteurs dans le processus participatif. La démarche adoptée est basée sur la recherche-action. L’enquête prend forme autour d’une observation participante et active, et la réalisation d’entretiens auprès des acteurs concernés. Cette contribution a pu montrer l’existence d’un faisceau complexe de rapports de pouvoir entre acteurs sociaux, qui est marqué par la disparité des luttes et des tensions dues aux inégalités des compétences dans la prise de parole. Aussi, comme nous l’indique le sens large de la négociation et de la concertation entre les parties prenantes, il s’agit souvent d’engager leurs intérêts personnels divergents avec des valeurs multiples, notamment pour faire valoir les opinions sur les choix d’aménagements urbains et faire face à l’intransigeance des enjeux communs. Enfin, des pistes pour d’éventuels ajustements du dispositif participatif ont pu être dégagées pour impulser et améliorer l’élaboration des POS en Algérie.

Abstract

This article seeks to shed light on the extent of stakeholders' participation in the development of LUP (land-use plan) in Algeria on the progress of the participation of social actors (elected, resident citizens, administered) and the reasons for its misuse. In order to understand this matter, two LUP studies in two municipal agglomerations of the Wilaya (prefecture) of Oran, Oued Tlélat and Chehaïria, will address, upstream and throughout their development, the degree of commitment of the stakeholders in the participatory process. The adopted approach is based on action research. The survey takes shape around a participant and active observation, and interviews carried out with the relevant actors. This contribution was able to show the existence of a complex bundle of power relations between social actors, which is marked by the disparity of struggles and tensions due to inequalities in speaking up skills. Also, as the broad meaning of negotiation and consultation between the stakeholders, it is often a question, in order to assert opinions on the choices of urban development, and deal with the intransigence of common issues, to engage their divergent personal interests with multiple values. Finally, lines for potential adjustments to the participatory mechanism have been identified to stimulate and improve the development of LUPs in Algeria.
