L’État des citoyens et la liberté du marché

Résumé

L’existence du marché, avec ses règles qui cherchent à assurer la « liberté » des échanges, est l’expression même de la citoyenneté.Le concept du marché « libre » qui s’auto-réglemente selon des lois « naturelles » serait ainsi non seulement la négationde la liberté et de la citoyenneté mais, paradoxalement, la négation même du marché en tant qu’expression de la citoyenneté.Cette déformation du sens du « marché » découle de l’acceptation, dès le XVIIIe siècle, que la liberté du citoyen était compatibleavec la soumission personnelle (par « libre » contrat et pendant les heures de travail) aux propriétaires des moyens deproduction. À partir du moment où on a accepté cette non-liberté (selon les critères « pré-modernes ») comme étant en fait dela liberté, on a pu voir le non-citoyen comme citoyen et le marché non-réglementé (le non-marché) comme la forme la pluspure du marché. Cette confusion trouve son expression la plus claire dans la conviction qu’on peut « laisser aller » les marchéstout en restant citoyens. Dans cette voie il n’y a en fait ni liberté, ni citoyenneté, ni marché.

Summary

The existence of the market, with its rules which attempt to ensure the "freedom" of exchange, is the expression of citizenshipitself. The concept of the "free" market which regulates itself according to "natural" laws thus would be not only the negationof freedom and of citizenship, but, paradoxically, the negation of the market itself as the expression of citizenship. This deformationof the meaning of "market" stems from the acceptance, as early as the 18th century, that the freedom of the citizen wascompatible with personal submission (by means of a "free" contract applying to working hours) to owners of the means ofproduction. From the moment that this non-freedom (according to "pre-modern" criteria) was accepted as being in fact freedom,the non-citizen could be seen as citizen and the unregulated market (non-market) seen as the puriest form of the market.This confusion finds its clearest expression in the conviction that we, as citizens, can "leave markets to their own devices"while still remaining citizens. In fact, neither in such a cours of action, there is freedom nor citizenship nor market can beachieved in this manner.

La existencia del mercado, con sus reglas que buscan asegurar la «libertad» de los intercambios, es la expresión misma de laciudadanía. El concepto de mercado «libre» que se autoreglamenta según leyes «naturales» sería no solamente la negación de lalibertad y de la ciudadanía sino también paradojalmente, la negación misma del mercado como expresión de la ciudadanía. Estadeformación del sentido del «mercado» deriva de la aceptación, desde el siglo XVIII, del hecho que la libertad del ciudadano eracompatible con la sumisión personal (por «libre» contrato durante las horas de trabajo) a los propietarios de los medios de producción.A partir del momento en el que se acepta esa no-libertad (según los criterios «pre-modernos») como siendo de hecho lalibertad, se pudo ver al no-ciudadano como ciudadano y al mercado no-reglamentado (el no-mercado) como la forma más purade mercado. Esta confusión encuentra su expresión más clara en la convicción que se puede «dejar ir» los mercados permaneciendoal mismo tiempo ciudadanos. En esta vía, no hay de hecho ni libertad, ni ciudadanía, ni mercado.
