Résumé
L’examen des débats entourant la gestation d’un New Deal canadien met en relief le danger que fait peser la concentration économique sur la démocratie politique. Les débats mettent en présence trois philosophies politiques différentes : la social-démocratie, le républicanisme, le corporatisme. Les partis politiques fédéraux étaient diversement influencés par celles-ci. Cette période historique cruciale se caractérise par deux moments distincts. En 1934 et 1935, H.H. Stevens et R.B. Bennett proposent une audacieuse synthèse de la voie républicaine et de la voie social-démocrate. Elle poursuit une lutte vigoureuse à la concentration économique, au moyen d’une sévère réglementation du marché. Entre 1937 et 1943, Mackenzie King propose un virage qui s’inscrit plus exclusivement dans le cadre de la philosophie social-démocrate. Délaissant la lutte à la concentration économique, l’État canadien se met à utiliser des instruments fiscaux pour stimuler la consommation et la croissance économique. Le premier New Deal a échoué au milieu d’une querelle qui divisait le parti conservateur. Le second New Deal a réussi et confirmé l’hégémonie du Parti libéral sur la scène politique fédérale.
Abstract
An examination of the debates surrounding the gestation of a Canadian New Deal brings out the danger to political democracy raised by economic concentration. The discussion brings into play three different political philosophies : social democracy, republicanism, and corporatism. The federal political parties were influenced by these in different ways. This crucial historical period is characterized by two distinct moments. In 1934 and 1935, H.H. Stevens and R.B. Bennett proposed a bold synthesis of the republican and social-democratic paths, operating through a vigorous struggle against economic concentration by means of strict market regulation. Between 1937 and 1943, Mackenzie King proposed a change of direction that fit more exclusively within the philosophical framework of social democracy. Leaving aside the struggle against economic concentration, the Canadian state took up the use of fiscal tools to stimulate consumption and economic growth. The first New Deal fell through in the midst of a quarrel that split the Conservative Party. The second New Deal succeeded and confirmed the hegemony of the Liberal Party on the federal political scene.
