Résumé
L’automne 2014 aura été ponctué par une période de ferveur nationaliste. Suite à l’interruption de la violence à Gaza, les débats autour de la création d’un État palestinien sont réapparus. Le référendum écossais et la consultation catalane – ces deux expériences nationalistes étant il est vrai beaucoup moins dramatiques que l’expérience palestinienne – ont aussi marqué l’actualité. L’occasion est donc propice pour faire à nouveau le point concernant le nationalisme québécois. Je me propose dans ce texte de développer une réflexion qui, je l’espère, tient compte de l’actuelle situation historique dans laquelle se trouve le peuple québécois. J’entends développer cette réflexion en trois temps. Premièrement, je voudrai défendre l’idée selon laquelle la souveraineté ne doit pas être comprise comme une fin en soi et qu’elle doit plutôt être comprise comme un moyen d’obtenir la reconnaissance. Parmi l’ensemble des citoyens québécois qui ont plutôt tendance à voter « oui » à un référendum portant sur la souveraineté, plusieurs la conçoivent de cette façon. Cette idée, très simple, a des conséquences importantes concernant la forme que doit prendre le nationalisme québécois. Il faut être ouvert à la possibilité que le Canada lui-même puisse en principe assurer cette reconnaissance. Dans un deuxième temps, je tâcherai d’indiquer la réforme constitutionnelle qui devrait être mise en place au Canada pour que le Québec voie un avantage à demeurer au sein de ce pays. Il faudrait notamment que la loi constitutionnelle canadienne soit amendée pour s’adapter à une constitution interne que le Québec voudrait bien se donner. Enfin, dans une troisième et dernière partie, je m’attarderai justement à décrire en quoi pourrait consister cette constitution québécoise.
Abstract
The 2014 Fall season has been punctuated by periods of nationalist fervor. Following the interruption of violence in Gaza, the debates surrounding the creation of a Palestinian state have reappeared. The Scottish referendum and the Catalan consultation – granting that these two nationalist experiences are much less dramatic than the Palestinian experience – have also made the headlines. The time is thus suitable for reflecting once again on Quebec nationalism. In this paper, I intend to develop a reflection which, I hope, captures the present historical situation of the Quebec people. I intend to develop this account in three stages. First, I want to argue that sovereignty should not be understood as an end in itself, but rather as a means to achieve recognition. Among all Quebec citizens who tend to vote “Yes” in a referendum on sovereignty, many see it that way. This simple idea has important consequences for the kind of nationalism that should be promoted in Quebec. We have to be open to the possibility that Canada itself could in principle be willing to secure that recognition. In a second part of this essay, I indicate the constitutional reform that should be put in place if Quebec is to remain part of Canada. This should include an amendment to the Canadian constitution that would accommodate an internal constitution for Quebec. Finally, in the third and final part of this essay, I focus precisely on the nature of the internal Quebec constitution.
