The author defines, first of all, the three terms enterprise, worker and adaptation. The enterprise is a technical and a social organization. The worker is a mart endowed with the instinct of self-preservation or need of security, the instinct of person or human dignity, the instinct of society or the necessity to belong to a group; therefore his fundamental needs are not only of an economic nature, but psychological and social. Changes of technical and human policies in industrial organizations require from the worker an adaptation to new situations.

To solve this problem, he suggests and describes the method of group discussion which he feels is the most efficient to recommend to management. Group discussion is that method of total participation which permits all those affected in any way by the departmental change to take part in collective discussions initiated and directed by the foremen. In fact, any discussion of this kind is the concern of the head of the department involved; the representative of management first considers if the point brought out comes under his authority, analyses the situation created by the problem and after consideration, draws a plan for discussion. The person responsible for the meeting presents the problem in a clean and frank way and furnishes all the useful information. The leader of the discussion, while always respecting the opinions of the minority, exercises a certain control. The solution to the problem will come from all the points of view expressed during the meeting.

In order to understand more clearly, in principle, the nature of the method, the author presents two definite cases. He brings out the advantages of this technique which, while respecting individual liberties, democratizes industrial government and meets fully the psychological and social needs of the worker. However, certain difficulties may restrict its use or success. To minimize the difficulties coming; fiom the representatives of management, from the group and from the method itself, the technique and the art of this round-about dialogue must be understood by management and adapted to special circumstances. It must be remembered that the interests within the group do not always coincide with those of the employer.

The management of each company will find out better than anyone the various procedures which will serve as models for the basic technique and in order to do so, will no doubt count on the cooperation of the personnel department and the union. The personnel management, as advisor, will be of valuable help in perfecting the training programmes for the foremen in the techniques of group discussion. The union, to which the employees have recourse in expressing their aspirations, not only economic but also psychological and social, will be of very great assistance in the carrying out of this method of group discussion.

After a short historical summary of the evolution of industrial relations and the direction of personnel, the author defines the functions of personnel management. He then points out the particular obligations of the personnel director himself, in regard to the negotiation of collective agreements, the settlement of grievances and the training of employees. In conclusion, the author reminds us of the numerous and important qualities required to fill properly this function of personnel director.

Depuis le commencement de cette soi-disant ère industrielle, on a toujours senti le besoin pressant de relations entre patrons et employés. Cependant, la direction a évolué avec les années en passant à travers les divers stades de la barbarie, de l'esclavage, de l'asservissement, du bien-être, du paternalisme, de la participation, de la fiducie pour en arriver à celui de la prévoyance.

La direction du personnel est une nouvelle profession dont le développement est dû à l'accroissement de l'importance de certaines compagnies, à l'expansion du mouvement ouvrier et à l'introduction de la négociation collective sur une grande échelle, tout particulièrement après le deuxième conflit mondial. Les attributions de cette fonction varient suivant l'importance de chaque compagnie. D'ailleurs, le service du personnel est essentiellement un service administratif, donc totalement distinct des services de production. C'est par son intermédiaire que les fonctions de gestion générale dans l'administration des relations humaines convergent vers les chefs des autres services; ces derniers transmettent les décisions de la direction aux autorités inférieures qui les mettent en pratique. Il est essentiel que les responsables de la production envisagent le fait qu'ils dirigent des êtres humains et non des machines.

La responsabilité première qui incombe au service du personnel est de coordonner les directives et activités qui impliquent les relations avec les employés. Pour s'acquitter de toutes ses fonctions, 1 organisation du service du personnel doit comprendre plusieurs divisions, telles que les relations industrielles, la santé, la sécurité, la formation, l'embauchage, les services généraux, les registres, toutes sous la juridiction du directeur du personnel. Le but d'une compagnie en formant un tel service est de développer de bonnes relations patronales-ouvrières ou encore de conserver ou d'améliorer les relations actuelles. S'il est institué pour un motif autre, les relations seront éventuellement désorganisées.

Le directeur du personnel doit posséder la confiance et l'appui illimités de la direction supérieure et, par ses agissements sincères, honnêtes et sans détours, il doit gagner et conserver la confiance de tous ceux qui ont des charges responsables, des employés en général et des officiers de l'union, autrement, il échouera sans cesse dans son travail. Il doit assumer la responsabilité absolue de la conduite des négociations en tenant compte de l'aide et des conseils d'un certain nombre de responsables de la production soigneusement choisis. Les griefs se rendant à l'étape finale de la procédure doivent être soumis au directeur du personnel qui référera le cas au chef de l'entreprise. Ainsi, le directeur pourra 1 étudier d'une manière objective et ses recommandations pourront éviter à la compagnie des situations embarrassantes et des procédures arbitrales inutiles.

En ce qui a trait à la formation des employés, le service du personnel se charge de découvrir les besoins de cette formation, de développer des programmes adéquats, de suggérer ces projets aux chefs de services et de les y intéresser particulièrement, d'encourager leurs idées et leurs vues et, en général, de créer une ambiance favorable facilitant l'acceptation du projet conçu.

Comme le directeur du personnel se préoccupe constamment de la sécurité, du bonheur et de l'avenir de ses employés, if doit posséder les qualités requises pour que les employés soient attirés vers lui et lui Soumettent leurs difficultés personnelles sans hésitation et en toute confiance dans sa décision. Il sera l'aviseur des employés, leur conseiller et le guide de la direction dans l'élaboration de ses directives et de leur mise en vigueur. En résumé, il doit être sympathique, avoir une bonne compréhension de la nature humaine, être patient, diplomate, persuasif, anxieux de servir, avoir le courage de ses convictions, de l'ingénuité, de l'imagination, des sentiments désintéressés, la facilité de s'exprimer, le sens des affaires, le respect des confidences, une connaissance approfondie de l'administration du personnel et l'habileté d'acquérir et conserver le respect de tous ceux avec qui il est en contact. Ces exigences découlent des grandes responsabilités de la tâche du directeur du personnel.

Le Canada ne pourra pleinement développer ses ressources, ni assurer un haut niveau de prospérité à sa population, que s'il possède une main-d'oeuvre suffisante en qualité et en quantité. Nous ferons cependant face à une pénurie de maind'oeuvre dès 1961, si nous ne comblons pas maintenant les vides créés dans certaines catégories de notre population par la chute du taux de natalité. L'auteur fait une brillante analyse des effectifs de notre population et il note certaines carences dans le nombre de Canadiens âgés de 5 à 25 ans. Il suggère enfin comme remède une immigration véritablement adaptée à nos besoins.

The history of the population of Canada has known tragic times because of too few immigrants, both French and British, coming into the country during the 17th and 18th centuries and an excessive emigration during the century prior to 1930.

There is a growing deficiency in the number of young Canadians from 5 to 25 years of age. The relatively small number of our youths constitutes a serious anomaly in the pyramid of ages in Canada in 1951. Relatively, Canadians from 5 to 25 years of age are less numerous than those from 25 to 70 or from 0 to 4 years of age. The global number of those making up this deficient class or concavity in the pyramidal structure is estimated at 700,000 for youths from 10 to 25 years of age.

During the economic depression, the birth rate decreased considerably; from 1921 to 1937, it decreased by a third, that is 10 per 1000. The deficient class of population could therefore be explained by a serious decrease in the birth rate during the economic depression, by the decrease in the number of people of an age to be parents from 25 to 40 years old in 1931 compared to 1951.

If Canada does not succeed in making up for the lack of persons in this category of its population, it will be faced with a serious shortage of manpower. It is approaching a situation where a relatively small group of workers will have to earn the livelihood of an ever-increasing class of retired workers of 70 years and over. In order to lighten the burden or this restricted class of workers, as well as to ensure a constant demographic and economic development, the author advocates immigration as a remedy.

It is not a question of uncontrolled immigration but a rational movement which would adjust itself to the needs of the country. These immigrants would have the age of those of which Canada is short and could immigrate to this country at the rate of 70,000 per year for the next ten years.

Industry Council Systems are slowly but surely progressing in the United States. The author analyzes some of the reasons which explain what is holding them back and proposes some concrete methods of a nature to contribute to the realization of this economic-social reform which, nevertheless, is an integral part of the Church's social teachings.

L'organisation professionnelle désignée aux États-Unis sous le nom de système des Conseils industriels fait lentement, mais sûrement son chemin dans ce pays. L'auteur analyse quelques-unes des causes qui expliquent ces hésitations et propose certains moyens concrets de nature à contribuer à la réalisation de cette réforme économico-sociale qui fait pourtant partie intégrante de l'enseignement social de l'Église.

Il n'y a pas seulement ceux qui sont préoccupés par les problèmes de relations industrielles qui portent une attention profonde à ces Conseils industriels, mais les spécialistes en sciences politiques sont aussi intéressés dans cette nouvelle organisation de la société parce qu'elle offre un remède à l'une des plus grandes lacunes du gouvernement représentatif d'aujourd'hui, celle de n'être pas représentatif. D'après le plan des Conseils industriels, les travailleurs seront représentés, premièrement sur le plan local grâce aux Comités patronaux-ouvriers, ensuite grâce aux Conseils industriels proprement dits et enfin grâce au Conseil économique national. La raison d'être du système de Conseils industriels est de faire disparaître cet individualisme qui est le grand mal de notre temps.

D'après l'auteur, les raisons pour l'absence de progrès dans ce domaine sont les suivantes: la première, c'est que l'on manquait d'idées claires pour nous guider vers cet objectif. La seconde est la crainte de plusieurs syndiques qu'un tel plan serait utilisé par les employeurs, promoteurs d'unions de compagnies, pour détruire les véritables syndicats ouvriers. La troisième raison qui explique le peu de progrès dans le développement des Conseils industriels et le peu d'attention que ce projet a reçu est que, parmi ses plus forts promoteurs, se trouvaient des chefs ouvriers tels que Philip Murray. Si l'on veut que ces Conseils industriels soient acceptés dans un avenir rapproché, les syndiqués devront être convaincus que ce système ne cherche en aucune façon à abolir les syndicats. La confiance doit remplacer cette suspicion générale qui caractérise trop fréquemment les relations industrielles.

Pour édifier cette confiance, deux étapes seront à suivre: la première est d'établir des conseils sur le plan de l'entreprise; le second pas découlera du premier. Un programme à longue portée pour le développement des Conseils industriels doit comprendre à la fois l'étude et l'expérimentation. Si l'on veut que ce programme ait du succès, il est nécessaire d'avoir recours à un corps de techniciens laïques et religieux, statisticiens, économistes, sociologues aussi bien que théologiens qui sont techniquement préparés dans ce champ de connaissances profanes. La préparation d'un tel groupe de savants requerra de grosses sommes d'argent. Probablement que nos Fondations, pourraient être persuadées d'en assumer tous les déboursés ou au moins une grande partie.

Toutefois, nous devons ajouter que tout plan pour l'établissement de Conseils industriels est voué à la faillite si nous laissons de côté le conseil donné par les évêques américains dans leur lettre de 1940 et établi par sa Sainteté Pie XII dans sa première encyclique.

On connaît depuis longtemps la formule « A travail égal, salaire égal ». Quelle en est la véritable signification ? Quelles objections lui apporte-t-on ? Quels arguments militent en sa faveur ? L'auteur qui a déjà publié une remarquable étude intitulée « Problèmes du Travail féminin » expose ici son point de vue sur ces questions qui intéressent non seulement le quart de la main-d'oeuvre non agricole du Canada, mais encore toute notre société.

For decades, "Equal pay for equal work" has been a widely used formula. What is its true significance? What are the objections against it and the arguments in its favour? The author, who has already published a remarkable study entitled "Problems of Women Workers" gives his point of view on these questions which are of interest, not only to one-quarter of the non-agricultural Labour force in Canada, but to all our society as well.

In Canada alone, more than a million women are now working outside their homes. This situation creates an ever-increasing number of problems, both important and complex. First of all, the question of wages for female labour is closely related to the general wage structure and theory. It consists in practice of an attempt to balance production and consumption by increasing the standard of living in proportion to the productive capacity of the workers of both sexes.

As long as this balance is not reached, neither society by its labour legislation or social security system, nor the labour movement, by its pressure and activities, will succeed in placing women on an equal basis with men on the labour market and thus eliminate the discrimination against women.

"Equal pay for equal work" might be stated also as "Equal remuneration between male and female labour for work of equal value". It is understood that women's work is paid less than men's. In fact, there seems to exist two labour markets, one for men and another one for women. On one hand, men consider quite often women's salary as a kind of "extra" to help the head of the family; on the other hand, the women, in a majority, have a tendency to accept a lower wage and, as a whole, have a weaker bargaining position than men. In spite of this, the author tries to find a fair basis of remuneration which may be applied equally to men and women.

He looks at three possible methods of determining the equality or inequality of wages between them. First, the comparative output of men and women may apply where both are employed at identical work, the value of which is determined by an estimate of the feminine output compared with the masculine output. Definite cases are shown to better illustrate this. The formula is an emergency one; it is by no means adequate. The second method: the relative value of female labour as related to production costs. This standard applies where women replace men or carry out the same tasks. The current arguments to support this method are quoted and criticized: women require supplementary supervision, additional help; it would be necessary to establish different standards, lower production schedules: women, being weaker physically, are subject to more frequent absenteeism; their professional life is shorter; for the welfare of female workers, legislation imposes and might further impose new standards; the employer may have to adopt special measures and particular installations, medical and sanitary services, cloak-rooms, cafeterias, etc. No such arguments should be used, the relevance of which cannot be mathematically determined. Employers are urged to be very careful about using them arbitrarily. The third method is that of the objective and scientific rating of jobs. Actually, this formula means: time and motion study and job evaluation. The time and motion study tries to find the best method of doing a specified task and attempts to get the workers to be able and willing to give their maximum output. Job evaluation establishes the relationship required and accordingly brings about differences in wages. It includes an analysis, a description and a relative evaluation of the task itself: the technique is in its infancy, has many limitations which have first to be acknowledged and corrected; but there seems to be no alternative to it.

The author concludes that the application of the principle "Equal pay for equal work", in the case of female labour, seems to be a highly desirable objective, on moral and economic grounds both for women, for men and society as a whole. In spite of equal pay for equal work, women must remain feminine, even at -work; their value is a specific one; their dignity requires an appropriate remuneration.
