Résumé
Cet article se propose d’investiguer les fondements philosophiques et psychosociologiques de la notion d’éthique informationnelle (ou éthique des TI/SI) et leurs articulations avec la dimension culturelle. Le but étant de discuter de la conception globale versus pluraliste de l’éthique des TI/SI que nous appliquons à l’analyse des chartes éthiques d’un échantillon composé de 34 organisations européennes et de 20 organisations africaines. Nos résultats démontrent des niveaux de développement moral très comparables entre les deux échantillons et des contenus éthiques assez convergents qui impliquent un impact assez réduit de la culture régionale sur le positionnement éthique organisationnel.

Abstract
In this article, we investigate the philosophical and psycho sociological foundations of the concept of Information Ethics (IT/IS Ethics) and how they are articulated with the cultural dimension. Our aim is to discuss the global versus pluralistic conception of information ethics, which we apply in a systematic analysis of ICT codes of ethics, within a sample of 34 European and 20 African organizations. Our findings indicate that the ICT codes of ethics of the two samples present converging ethics content and that globally European and African organizations do not differ significantly in terms of their moral development positioning.

Resumen
Este articulo se propone investigar los fundamentos filosóficos y psico-sociológicos de la noción de ética de la información (o ética de los IT/SI) y sus relaciones con la dimensión cultural.
El propósito es de discutir sobre el concepto global versus el concepto pluralista de la ética TI/SI que aplicamos en el análisis de las cartas éticas de una muestra compuesta por 34 organismos europeos y 20 organizaciones africanas.
Nuestros resultados muestran un nivel de desarrollo moral muy similar entre las 2 muestras además de contenidos éticos convergentes que implican un impacto bastante mínimo de la cultura regional sobre la posición de la ética de información.
