Résumé
Dans un contexte de réformes publiques, la question de la performance de structures comme les incubateurs est prégnante. Ce questionnement se situe aussi bien au plan théorique en raison de l’absence de consensus quant aux critères de performance à retenir, qu’au plan pratique du fait de la nécessité pour les responsables d’incubateur de disposer d’un outil de pilotage opérationnel de la performance. L’originalité de cette contribution est de proposer une approche stratégique et multidimensionnelle de la performance fondée sur le modèle du balanced scorecard. Une étude quantitative auprès de 109 responsables d’incubateur montre la pertinence des axes de performance et des indicateurs proposés.

Abstract
In a context of government reforms, a key question concerns the performance of structures like incubators. The issues regarding incubator performance are both theoretical, as consensus on the performance criteria are lacking, and practical, as incubator managers need reliable management tools to measure performance. The originality of this paper is the proposal of a strategic and multidimensional approach to incubator performance measurement based on the balanced scorecard model. A quantitative survey of 109 incubator managers demonstrates the relevance of the performance dimensions and indicators.

Resumen
En un contexto de reformas públicas, la cuestión del desempeño de estructuras tales como las incubadoras de empresas se impone. Este cuestionamiento se sitúa tanto en el plano teórico, por razón de la ausencia de consenso en cuanto a los criterios de desempeño que deben ser elegidos, como en el plano práctico por el hecho de la necesidad para los responsables de incubadoras de disponer de una herramienta de pilotaje operacional del desempeño. La originalidad de esta contribución consiste en proponer un enfoque estratégico y multidimensional del desempeño basado en el modelo balanced scorecard. Un estudio cuantitativo entre 109 responsables de incubadora muestra la pertinencia de los ejes de desempeño y de los indicadores propuestos.
