Résumé
Les politiques du logement promouvant la production d’un parc immobilier à caractère social ont fait l’objet de nombreuses critiques. Pour y remédier, plusieurs pays ont opté pour des aides directes aux ménages. Les États-Unis illustrent parfaitement ce basculement entre une aide centrée sur la production et la gestion d’ensembles résidentiels à caractère social et celle axée sur les capacités des ménages à se trouver un logement sur le marché privé. Leurs politiques du logement constituent donc un cas particulièrement intéressant à analyser afin de comprendre comment s’opère l’arrimage entre des politiques sociales et la responsabilité individuelle. C’est ce que se propose de faire cet état de la question sur l’utilisation par les ménages de leurs allocations au logement dans le cadre de différents programmes de réhabilitation du parc social et de déconcentration de la pauvreté.
Abstract
Government policies that promote construction of social housing have been widely criticized. In an effort to address this criticism, a number of countries have opted instead to provide direct aid to households. The United States offers a perfect example of this flip-flopping between aid focused on the construction and management of social housing and aid designed to help households find housing on the private market. American housing policies thus constitute a particularly interesting case for analysis in seeking to understand how social policies can be tailored to respect individual responsibility. That is the issue explored in this paper on how households use the housing allowances they receive under various programs designed to refurbish the social housing stock and fight poverty.
