Résumé

Le discours sur la mixité sociale programmée en milieu résidentiel a refait surface, notamment dans les programmes de revitalisation de quartiers anciens à forte concentration de pauvreté. En se basant sur une étude des discours des divers intervenants ayant contribué à la réalisation du projet Lavo dans le quartier Hochelaga à Montréal, dans le cadre d’une recherche comparative internationale sur les discours sur la mixité sociale, les multiples significations de la mixité sociale sont explorées plus particulièrement à Montréal. Compromis immobilier pragmatique typique d’un contexte de gouvernance néolibérale, reposant de plus en plus sur les acteurs communautaires et privés, la mixité sociale induite par une petite dose de gentrification fait partie d’une lutte contre la ghettoïsation mais est rarement présentée, à la différence de ce qui se dit ailleurs, comme une opportunité pour consolider la cohésion sociale.

Abstract

The debate on planned social mix in residential areas has surfaced again, notably with respect to programs designed to revitalize old neighbourhoods where there is significant poverty. On the basis of a study of the positions of the various players who were involved in the Lavo project in Montreal’s Hochelaga district, which was part of an international comparative study of views on social mix, the various meanings of this concept are explored with specific reference to Montreal. A typical pragmatic real estate compromise in a context of neoliberal governance, relying to an increasing extent on community-based and private-sector players, the social mix created by a small dose of gentrification is part of the struggle against ghettoization, but in Montreal, unlike other cities, it is rarely touted as an opportunity to strengthen social cohesion.
