Les organisations internationales, l’Union européenne et la politique sociale globalisée International Organisations, the EU and Global Social Policy

RÉSUMÉ

Cet article a pour objectif d'analyser les politiques de globalisation et, en particulier, les politiques implicites des organisations internationales (organisations issues de Bretton Woods, OMC, agences sociales des Nations Unies, OCDE, etc.). En encourageant la globalisation économique, elles se sont engagées dans la prescription d'une série de politiques sociales qu'elles considèrent comme étant appropriées dans un contexte globalisé. Cela dit, une controverse internationale existe à l'intérieur ou entre ces organisations sur la forme et l'étendue des politiques sociales globales. Cet article présente tout d'abord les contenus du discours social global issu de ces organisations. Ensuite, il analyse l'émergence d'une argumentation en faveur d'une globalisation socialement responsable. Enfin, il analyse la contribution de l'Union européenne à ce discours global.

ABSTRACT

The contribution of this paper is to draw attention to the politics of globalisation and, in particular, the "hidden" politics of international organisations (the Bretton Woods organisations, the WTO, the UN social agencies, the OECD and others). While encouraging economic globalisation they have been engaged in prescribing a set of social policies which they regard as appropriate in a globalising context. However, there continues to be a significant international controversy taking place within and between these organisations as to what might be appropriate social policies in the context of globalisation. First, this article analyses the global social discourse developed by international organisations. Then, the emergence of a case for a socially responsible globalisation is noted. Finally, the paper turns to the contribution of the EU to this global discourse.
