RÉSUMÉ
Un glissement statutaire peut se produire parmi les bénéficiaires de minima sociaux : un passage de l'insertion au handicap ou un renforcement du statut de handicapé. Si des professionnels du travail social souhaitent le passage à l'AAH, c'est que les actions d'insertion échouent parfois et que de nombreux bénéficiaires sont à la frontière du RMI et de l'AAH. Le passage au statut de handicapé est l'objet de négociations et d'argumentations déployées par les professionnels et les plus démunis. L'enjeu étant de peser sur les formes de l'identité sociale des plus démunis, l'issue semble osciller entre un mieux-être et une stigmatisation renforcée.
ABSTRACT
A statutory slippage can occur among the claimants to a basic income. They may pass from being designated employable to being disabled, or their disabled status may be reinforced. If social work professionals want to shift someone onto the AAH (Allowance for a Disabled Adult), it is often because efforts to move the individual into the labour market have failed and he or she is on the border between the RMI and the Allowance. Moving to disabled status is the object of negotiations and arguments mounted by professionals and the poor. The issue involves the very social identity of the poorest of the poor, with the outcome seeming to waver between well-being and reinforced stigmatisation.
RESUMEN
Puede producirse un deslizamiento estatutario para los beneficiarios de la asistencia social : pueden pasar de la inserciôn al handicap, o a un refuerzo del estatuto de minusvâlido. Cuando los profesionales del trabajo social desean el paso a la AAH, es porque las acciones de inserciôn a veces fracasan y que muchos beneficiarios estân a la frontera del RMI y de la AAH. El paso al estatuto de minusvâlido es objeto de negociaciones y de argumentaciones por parte de los profesionales y las personas que reciben la asistencia. Siendo la cuestiôn la definiciôn de las formas de identidad social de las personas desprovistas, el resultado parece oscilar entre un mayor bienestar y una estigmatizaciôn reforzada.
