RÉSUMÉ

La mise en place en Angleterre à la fin du XVIIIe siècle d'une loi sociale connue sous le nom de Speenhamland marque les débuts de l'histoire du revenu minimum. L'application de la mesure et les débats qu'elle a suscités ont malheureusement jeté un doute sur la volonté et la difficulté de garantir à tout individu un droit à la subsistance, un droit à la vie. L'histoire de cette expérience est riche d'enseignements pour la période contemporaine, qui s'engage dans la voie des minima sociaux et dans les débats à propos de l'allocation universelle.

ABSTRACT

The English social legislation termed Speenhamland was enacted at the end of the 18th century; it is the first moment in the history of the minimum income. The way the legislation was applied and the controversy it provoked have unfortunately cast doubt on the goal and the difficulty of guaranteeing each person the right to subsist, the right to live. The history of this experiment is instructive for the current period, as many advocate moving towards providing a basic income and debate the notion of a universal allowance.

RESUMEN

A fines del siglo XVIII, Inglaterra instauré una ley social conocida bajo el nombre de Speenhamland, que marco el inicio de la historia del ingreso mfnimo. Desgraciadamente, la aplicaciôn de la medida y los debates que esta suscité pusieron en tela de juicio la voluntad y la dificultad de garantizar a todo individuo un derecho a la subsistencia, un derecho a la vida. La historia de esta experiencia es rica en lecciones para la época contemporânea en la que se inician las nociones de mi'nimos sociales y los debates acerca de la prestation universal.
