La controverse sur les accommodements raisonnables, qui a conduit la société québécoise à un grand débat sur ses orientations fondamentales dans le cadre de la commission Bouchard-Taylor, a été présentée par plusieurs comme la mise en conflit de revendications à portée religieuse se conjuguant mal avec l’idéal d'une laïcité pleine et entière auquel se serait convertie la société québécoise après un demi-siècle de modernisation sociale et culturelle. Pourtant, très rapidement, la controverse s'est révélée d’une tout autre nature, soulevant directement la question de l’identité nationale et de sa capacité à s’imposer comme norme fondatrice pour l’ensemble de la communauté politique, la question de la laïcité ne constituant ici qu’une dimension parmi d’autres de cette crise. Dans cet article, ce sont les moments importants de cette controverse et ses éléments constitutifs que nous revisiterons pour bien voir de quelle façon, au-delà de la question des accommodements raisonnables, tout le rapport du Québec à la démocratie, à la citoyenneté et à l’identité s’est métamorphosé en mettant par ailleurs au jour une situation sociale difficile, dont toutes les dimensions sont encore à explorer.

Abstract

Within the framework of the Bouchard-Taylor Commission, the controversy over reasonable accommodations will have led Québécois society to a grand debate over its fundamental beliefs. This controversy was presented by many as the conflict of religious demands — the wearing of religious symbols — with the ideal of a complete and total secularism to which Québécois society would have converted itself after a century of social and cultural modernization. Very quickly, however, the controversy revealed itself in an entirely different light, directly raising the question of national identity and of that identity's capacity to impose itself as the founding norm for the whole of the political community. Here, the question of secularity constitutes only one dimension of this crisis. In this article, we will revisit the important moments of the controversy and its constitutive elements. Beyond the question of reasonable accommodations, we see how the relationship of Québec to democracy, citizenship, and identity has changed, revealing furthermore a difficult social situation, of which all dimensions remain to be explored.
