Abstract
In Ukraine, as elsewhere, war damages or destroys a large part of ICH. The UNESCO documents on Safeguarding Intangible Cultural Heritage in Emergencies highlight the dual role of ICH safeguarding in emergencies, noting that ICH can be vulnerable in difficult times, while it can also help communities to prepare for, respond to, and recover from such threats. The living heritage in Ukraine has become a powerful source of resistance against the aggressors. National identity is based on history, collective memory, knowledge, sense of belonging, and culture. In the Ukrainian case, this foundation has proven to be sustainable and strong, founded on a rich heritage. It is reflected in “resistance identity” which has consolidated Ukrainian society profoundly. Planning post-war development requires us to elaborate clear principles, modalities, and objectives, and convert them into laws, effective institutions, and practices. The war has revealed the role of ICH for the viability of communities and as an essential part of national security.
Résumé
En Ukraine comme ailleurs, la guerre endommage ou détruit une grande partie du PCI. Les documents de l’UNESCO sur la sauvegarde du patrimoine culturel immatériel en situation d’urgence soulignent le double rôle de la sauvegarde du PCI dans les situations d’urgence, soulignant que le PCI peut être vulnérable dans les moments difficiles, tout en aidant les communautés à se préparer, à répondre et à se remettre de telles menaces. Le patrimoine vivant en Ukraine est devenu une puissante source de résistance contre les agresseurs. L’identité nationale repose sur l’histoire, la mémoire collective, la connaissance, le sentiment d’appartenance et la culture. Dans le cas ukrainien, cette fondation s’est avérée durable et solide, fondée sur un riche héritage. Cela se reflète dans « l’identité de la résistance » qui a profondément consolidé la société ukrainienne. Planifier le développement d’après-guerre nous oblige à élaborer des principes, des modalités et des objectifs clairs et à les convertir en lois, en institutions et en pratiques efficaces. La guerre a révélé le rôle du PCI pour la viabilité des communautés et en tant qu’élément essentiel de la sécurité nationale.
