Résumé
Depuis 2019, le Conseil de l’Arctique revendique la qualité de « principal forum intergouvernemental pour la région arctique ». La formulation choisie soulève deux questions : celle de la nature du Conseil de l’Arctique et celle de l’importance de son rôle. Ces deux questions sont abordées tour à tour afin d’évaluer si l’image que le Conseil de l’Arctique veut donner de lui-même, 25 ans après sa création, relève du slogan ou correspond à la réalité. Or, s’il apparaît que l’expression « forum intergouvernemental » ne permet plus de saisir la nature du Conseil de l’Arctique dans toute sa complexité, ce dernier parvient effectivement à se positionner comme un acteur central sur les questions arctiques.

Abstract
Since 2019, the Arctic Council claims to be “the preeminent intergovernmental forum for the Arctic region”. This wording raises the question about the nature and the importance of the Arctic Council. We address these two aspects in order to assess the veracity of this claim, twenty-five years after the establishment of the Arctic Council. While it appears that the expression “intergovernmental forum” no longer captures the complex nature of the Arctic Council, the Council does manage to position itself as a key player on Arctic issues.
