Abstracts
Résumé
Le Canada a appuyé chacune des initiatives majeures de l’otan depuis sa création. La transformation actuelle de l’Alliance, dont la réintégration de la France dans ses structures, devrait donc avoir une incidence sur l’avenir de la politique de sécurité internationale du Canada. Afin d’en évaluer la teneur, l’article souligne la convergence récente des politiques atlantistes du Canada et de la France, qu’il qualifie de stratégies d’équilibrage institutionnel inclusif. Devant le dilemme entre une otan expéditionnaire globale et une alliance défensive et européenne, l’article conclut que le Canada peut dépasser la prétendue dichotomie de ses choix en mettant en avant une politique axée sur l’appropriation nationale et régionale de la résolution des conflits.

Abstract
Canada has supported each of nato’s major initiatives since its inception. The current transformation of the Alliance, including the reintegration of France into its integrated military command structures, will have an undeniable impact on the future of Canada’s international security policy. To assess this impact, the article first highlights the convergence of France’s and Canada’s Atlanticist policies, which its labels inclusive institutional balancing strategies. Faced with the dilemma of a global and expeditionary nato or a defensive alliance and European pillar, the article concludes that Canada can overcome the alleged dichotomy of its choice by putting forward a policy of national and regional ownership of conflict resolution processes.
