Résumé
Avec les pressions socio-politico-institutionnelles en lien avec la transparence et la reddition des comptes, les organisations gouvernementales tendent à conduire des projets de libération des données ouvertes. Ces dernières sont des traces documentaires reflétant en partie les activités gouvernementales et dont l’accessibilité favorise une meilleure transparence administrative et une participation citoyenne plus active à la vie publique. Cependant, la réussite de ces projets commande non seulement l’exercice d’un leadership de la part des archivistes, de concert avec d’autres spécialistes, mais aussi des choix réfléchis quant aux investissements dans les ressources à déployer pour la bonne conduite des activités planifiées. Cet article se propose d’aborder l’optimisation des ressources dans le cadre de tels projets, tout en mettant de l’avant les indicateurs de performance à mettre à profit pour une planification, une exécution et un contrôle efficaces des activités misant sur la mise sur pied d’un portail de données gouvernementales ouvertes.
Abstract
With the socio-politico-institutional pressures associated with transparency and accountability, government organizations tend to conduct projects aiming to disclose data that reflect their activities in an open and reusable form. These data are used to promote a better transparency and stimulate citizen participation in government decisions. However, if these projects are to succeed, archivists’ leadership is needed in collaboration with other experts. Moreover, careful choices should be made regarding resources to be deployed to this end. In this article, we explore resources’ optimization while conducting open government data release projects. We also suggest a set of key performance indicators that are to be used for effective planning, execution, and control of activities aiming to implement an open government data portal.
