GENÈSE DU TRAVAIL SOCIAL EN HAITI. L’IMPOSITION DU DÉVELOPPEMENT COMME PRINCIPE NORMATIF PAR UN ÉTAT À UN AUTRE

Résumé

À travers cet article, nous explorons les processus qui ont conduit à l’émergence du travail social en Haïti ainsi qu’à la forme sous laquelle primitivement il s’y est incarné. En effet, l’analyse des discours des pionnières tirés de leur publication Femmes haïtiennes (Ligue féminine d’action sociale,1953) ainsi que l’examen d’un ensemble de données documentaires et de données issues d’une entrevue menée auprès d’une ancienne étudiante de l’École nationale de service social suggèrent que l’adoption par l’État et par le mouvement féministe des principes normatifs du développement imposé par les États-Unis à partir des années 1915 a joué un rôle clé dans la genèse du travail social en Haïti ainsi que dans sa configuration. Le développement est ici compris comme un dispositif portant en son sein un ensemble de principes normatifs libéraux selon lesquels les sociétés dites traditionnelles devraient évoluer vers la modernité, laquelle est caractérisée, entre autres, par le passage vers l’économie de marché ainsi que par l’adoption de la démocratie et des institutions sociales occidentales.

Abstract

Through this paper, we explore the processes that led to the emergence of social work in Haiti, as well as the form in which it was originally embodied. Indeed, the analysis of the speeches of the pioneers taken from their publication Femmes haïtiennes (Ligue feminine d’action sociale, 1953), as well as the examination of a set of documentary data and data from an interview conducted with a former student of the National School of Social Work, suggest that the adoption by the State and by the feminist movement of the normative principles of development imposed by the United States from 1915 played a key role in the genesis of social work in Haiti and in its configuration. Development is understood here as a device carrying within it a set of liberal normative principles according to which so-called traditional societies should evolve towards modernity, which is characterized, among other things, by the transition to the market economy, as well as through the adoption of democracy and Western social institutions.
