État et hétérogénéité : ERIC et le MPPE

Résumé

La recherche d’un principe unifié de présence de l’état, sous l’angle économique, susceptible de permettre une théorisation opératoire, sanctionnée par la comparaison internationale, impose de trouver un compromis entre la nécessaire simplification d’un schéma théorique et son aptitude à subir l’épreuve de sa pertinence opératoire. Devant un objet complexe, l’incertitude et la méconnaissance sont la règle. Elles imposent une stratégie heuristique de construction méthodique du problème, à l’intérieur de laquelle, dans une étape ultérieure, pourra être délimité l’espace de pertinence, nécessairement local, de schémas algorithmiques. L’approche de l’état relationnel intégré complexe (ERIC) et le concept de mode de présence publique en économie (MPPE) proposés dans cet essai offrent une première réponse dans le vaste agenda qu’ouvre cette perspective.

Summary

The search for a unified principle to account, from an economic point of view, for the presence of the state, imposes a compromise between the necessary simplifications of a theoretical framework and the operational and comparative requirements of empirical work. With a complex object, uncertainty and ignorance are the rule, and they impose a specific heuristic strategy. The problem must be constructed methodically so that, in a further stage, it becomes possible to delimitate the space of relevance, necessarily local, of the framework. The Complex Integrated Relational State approach (ERIC) and the concept of Mode of Public Presence in the Economy (MPPE) proposed in this article offer a first answer to the vast programme opened by tins perspective.
