Résumé
Malgré la recrudescence des appels au définancement de la police et des solutions de rechange à l’emprisonnement au cours des dernières années, plusieurs gouvernements provinciaux au Canada continuent d’investir des milliards de dollars dans le « système d’injustice punitive » pour bâtir de nouveaux espaces d’incarcération. Cet article offre un aperçu des nouveaux projets de construction de prisons en cours dans l’État carcéral canadien qui sont érigés dans un effort exprimé de répondre aux « besoins spécifiques » d’un « profil changeant » des personnes incarcérées. Plus précisément, nous mettons en lumière comment l’incarcération de masse des Autochtones et des Noirs, le nombre croissant de femmes emprisonnées, ainsi que la criminalisation des personnes consommatrices de drogues et des personnes souffrant de problèmes de santé mentale sont utilisés pour légitimer leur exclusion de la société au nom de soins carcéraux.

Abstract
Despite the increased mainstreaming in recent years of calls for both defunding the police and alternatives to imprisonment, governments across Canada continue to invest additional funds in the punitive injustice system, including billions of dollars put toward new prison spaces. This paper provides an overview of the new prison construction projects underway across the Canadian carceral state, which are being built in a stated effort to address the “specific needs” of a “changing profile” of imprisoned people. Specifically, we highlight how the mass incarceration of Indigenous and Black people, the growing number of imprisoned women, and the criminalization of drug users and individuals living with mental health issues, continues to be used to legitimate their exclusion from society in the name of carceral care.

Resumen
A pesar del auge que han experimentado en los últimos años los llamamientos a la desfinanciación de la policía y de las alternativas al encarcelamiento, muchos gobiernos provinciales de Canadá siguen invirtiendo miles de millones de dólares en el sistema de injusticia punitiva para construir nuevos espacios de encarcelamiento. Este artículo ofrece una visión general de los nuevos proyectos de construcción de prisiones que se están llevando a cabo en el Estado penitenciario canadiense, proyectos que se están erigiendo en un esfuerzo expreso por satisfacer las « necesidades específicas » de un « perfil cambiante » de personas encarceladas. Más concretamente, destacamos cómo el encarcelamiento masivo de personas indígenas y negras, el creciente número de mujeres en prisión y la criminalización de los consumidores de drogas y las personas con problemas de salud mental se utilizan para legitimar su exclusión de la sociedad en nombre de la atención penitenciaria.
