L’ACCÈS À L’ASSURANCE HABITATION DANS LES QUARTIERS CENTRAUX DE QUATRE VILLES QUÉBÉCOISES

Résumé

L’accès au marché de l’assurance habitation dans les quartiers centraux des grandes villes américaines est un problème bien documenté qui soulève une controverse majeure. Alors que plusieurs intervenants sociaux attribuent ce problème à une discrimination injustifiée de la part des assureurs, l’industrie de l’assurance l’associe plutôt aux conditions socioéconomiques des quartiers visés. Les études empiriques sur le sujet ont également produit des résultats contradictoires.

Une recherche récente, réalisée par un groupe de professeurs de la Chaire en assurance l’Industrielle-Alliance et de l’École d’Actuariat de l’Université Laval, a investigué le problème d’accès à l’assurance habitation dans les quartiers centraux des villes de Québec, Sherbrooke, Chicoutimi et Trois-Rivières. Cet article présente les résultats de cette recherche qui vont dans le sens des arguments avancés par l’industrie de l’assurance. Les principales conclusions sont que, bien qu’il n’existe pas de problème systématique d’accès à l’assurance habitation dans les quartiers étudiés, le pourcentage de locataires assurés dans certains quartiers centraux est plus faible qu’ailleurs, en raison principalement de considérations socio-économiques reliées au problème.

Abstract

Access to homeowners insurance in the urban core of American cities is a well documented problem that raises controversy. While some researchers claim the problem is due to an unjustified bias on the part of the insurers, the insurance industry maintains that it is mainly attributable to the socio-economic conditions in the targeted areas. Empirical studies on the subject have produced mixed results.

A recent study, realized by a group of professors of the Industrial-Alliance Chair in lnsurance and the School of Actuarial Science at Laval University, investigated the problem of access to home insurance in the central quarters of the cities of Québec, Sherbrooke, Chicoutimi and Trois-Rivières. The following article presents the results of this research, which tend to support the arguments forwarded by the insurance industry. The principal conclusions are that, although there is no systematic problem in terms of access to home insurance in the quarters under study, the percentage of insured tenants in certain central quarters is lower than elsewhere due primarily to socio-economic considerations related to the problem.
